We believe that every authority and every place is unique, with its own particular challenges and ambitions, and so there is no one-size-fits-all solution that will magically transform local government leadership. Rather than a framework for leadership, we have created a manifesto for leadership – which is a set of leadership principles developed from the real-life experiences of today’s leaders. The Leadership Centre and the IDeA are complementary resources for leadership development in local government. The Leadership Centre works only with the senior leaders – the cabinet and corporate management team – in English authorities to raise council performance. The IDeA has a wider improvement brief and it focuses on the leadership challenges that arise from that role and leadership associated with specific service areas, such as children’s services. The two organisations also work together.
When we work with authorities, we work with teams, either joint political and managerial, or separately. Our specific work with politicians - under the Civic Pride initiative - involves a programme for talented councillors called Next Generation. We have also developed the Leeds Castle Leadership Programme, a unique skills development opportunity that takes good leaders and turns them into great leaders.
The Leadership Centre acts as a broker, connecting authorities with the expert who best suits their needs. We also commission programmes from providers where we see there is a gap in the market – such as the organisational development programme commissioned to support the Pay and Workforce strategy, called Delivering your leadership vision.
