'Be a Councillor' – supporting recruitment

This programme involves working with political parties and local councils to promote the recruitment of more talented candidates to stand for election as local councillors. These candidates will be genuinely representative of, and connected to, their communities.

21st Century Councillor – promoting talented and effective councillors

The 21st Century Councillor programme aims to improve the political governance of local authorities. Within this goal, the programme will focus on a number of key areas in line with current national concerns. These include

- Helping cabinets move from leadership of an authority to leadership of place
- Strengthening the role of front-line councillors
- Improving scrutiny
- Reworking how councils operate to better support the work of councillors

Nine authorities are taking part in the first phase. They are the London Boroughs of Hackney, Sutton and Westminster; Cornwall County Council; Herefordshire Council Council; Slough Borough Council; Kirklees Council; Liverpool City Council; and Durham City Council.
